The article concerns the problems of development of transport systems. Transport policy documents and transport development strategy show that by 2025 Poland's transport system should ensure a balance between social factors, economic factors, spatial development and environmental protection. Accordingly, tools should be sought to support Poland's transport policy objectives and transport development strategies, especially in the environmental aspect. This article reviews the IT tools which are used to model and evaluate the development of transport systems and the extent and applicability of them. Among the presented tools are PTV Visum and Vissim, Corsim, Simtraffic. The authors present the results of an experiment carried out using the Emitransys simulation model using the HBEFA PTV Visum module to analyze the development of the transport network (adding new road sections) from the emission point of view.
